I use POP3 for in/out mail.  My Mail client on the desktop PC is Thunderbird and the SMPT settings on TB (for outgoing mail) are:
SMPT SERVER:   ip address
Security Type: None
Port:25
Sing in: Not require (unchecked).

I set up the exact same settings on the Mail program in Inspire 4G*, and when the smartphone checks the Outgoing SMTP server connection, it comes back with:
"Can not connect to Server. (unable to open connection to SMTP server.)"

So if I try to send an e-mail, it stays in the outbox and it can not send outgoing mail.  (The incoming mail from the POP3 works fine; using the same server IP address).
Now the funny thing is that it keeps trying to send over and over.  And sometimes half a day later the mail actually does go out!

I also switched from Mail to K9-Mail, and the problems is exactly the same (incoming mail from the POP3 works, outgoing SMTP is stuck for many hours, and sometimes later on it actually does send). 

Is anyone else using POP3 and SMTP?   What are the settings?

The settings depend on your service provider. If you aren't sure what they are (and it sounds as though that's the issue), then you should either check with your email/service provider's website or contact their support persons.
