Water damage, touchscreen won't respond, cant unlock

My daughter left her inspire by a bag of ice which melted and ran out all over the phone.  We have stored the phone in rice for several days.  There is no visible damage to the phone, the signal is good and it receives calls, texts, and emails-- however she can't access any of these things because the touchscreen won't respond so she can't unlock the phone.  In the upper left corner there is an icon-- a white triangle with a white explanation point thru the middle.  The background animation is moving fine, but only a small corner of the phone will respond to your finger touch with the water-like swirls. Need advice on what to do to fix it.
